Do You Want To Help a Horse in Puerto Rico?

If yes please understand You (or Defensa) can NOT take or even help someone’s horse without the owner’s written permission.   We must get the Police involved & get issued a *”Querella” / Case # (photo below)”*! 

Things you can do for different scenarios …. leading up to Defensa taking the horse

  • If the horse needs water  – you can take it water in a bucket.
  • If the horse looks hungry you can buy it a bail of hay or alfalfa at one of the many Agro stores or cut some grass for it – cautiously – approach and give horses hay/alfalfa/grass/water.
  • If a horse is badly injured we will not move it but need the police to authorize us to send a Vet to treat and possibly euthanize,  sending a Vet still requires a *”Querella” / Case # (photo below)”*!
  • If the horse is dead, the local city is responsible for sending a digger and burying.   When a digger can not be found you can ask the city to use (or have you use)  white lime in Spanish ‘cal blanca’ to decompose the body.   City agencies to help are Manejo and obras públicas.
  • FOR ALL OTHER SITUATIONS, for example, If  the horse looks to be ‘starving’, injured, in ‘imminent danger’, ‘needs rescuing’ abandoned in your yard or loose in the streets call the local police or 911 immediately and reference Law 154.  All 911 operators are bilingual (or someone at the call center will be) and they can 3-way call the local STATE police with you.  Ask the local STATE POLICE DEPARTMENT to issue a *”Querella” / Case # (photo below)”*! and have them investigate the situation.    They may request you to go  into the local STATE Police Station.  Do that if they request that.  You can ask to remain anonymous on the formal *”Querella” / Case # (photo below)”*!
  • ONCE THE QUERELLA is obtained a 20 day countdown clock starts – in 21 days after the querella/case is open the horse is declared legally abandonded and we can collect it.   Before that 21st day, if the police who already opened the querella want to contact us and ask us to collect the horses we may.

When you contact us via defensarincon@gmail.com please include the following information – after we have all this information we can work with the police directly.

  1. The *”Querella” / Case # (photo below)”*! with phone number to the police station filedalong with name of the officers you spoke with.
  2. Your contact information – ideally cell phone and facebook messenger (send us your Facebook account information so a volunteer can friend/contact you).  We won’t make this public – it is just for us to communicate with you when more information is needed.
  3. Exact location of the horse with a google map marker
  4. Good photos of the horse showing the areas of concern – videos less than 1 minute each

This or a piece of paper with similar information is a *”Querella” / Case # “*!

As of March 2018 Defensa is the ONLY 501c3 on the Island of Puerto Rico actively helping the unwanted street horses of Puerto Rico!  We are looking forward to removing this line from this page!!!
